Open QuantumGIS. Go to 'Layer,' then 'Add Vector Layer' from the Menu bar. Change the Files of Type line to All Files. Navigate to your folder and add the roadways file from the geodatabase. You should receive an error message saying that the file is not valid or recognized.
The file is written in a language QGIS cannot read.
